that being part of the u.s. conference of mayors i had a lot of discussions with other mayors who are faced with tremendous challenges in their cities and if i have learned anything in the last couple years being both interim mayor and the new mayor and many of you know i'm not a lifelong politician, so i learned the politics of this job somewhat on the job. but one of the things i do know at heart is that we all struggle with this and we know it can never be an answer only that the police can solve or law enforcement in general, that we quickly learn that mental health, that preventing ammunition and guns from getting on the street, that education, job training, paying attention to housing, poverty, isolation, all of those elements lead to the uptick in violence. that's actually quite a strong lesson for all of us mayors to learn as we ask each other for help in solving this. and i want to thank all of you in this audience from adult probation, juvie probation, inter98 (inaudible) for helping me carve what we can do in this city. many of you know i've been a champion for jobs and i trul

of decisions that are going to be coming before the u.s. supreme court when they will hear the proposition 8 case, perry case and various sdoma cases in late march 2013. however we should not and cannot stand still in san francisco while this discrimination continues. i'm proud this legislation is supported again by my co-sponsor, supervisor wiener, campos, chiu, avalos and mar, as well as the alice b democratic club and harvey milk democratic club. and san francisco we have always been the city that has prided itself on being ahead of the curve and one that is willing to tackle difficult unjust issues in the name of equality. as a city we shouldn't stand idle contributing members continue to be discriminated against purely because of their sexual orientation. with hope and uncertainty that the supreme court will find prop 8 and doma unconstitutional, there is no time to wait to pass this legislation and, colleagues, i ask for your support. if there are no other comments, i will note that i have a few technical amendments that i have to -- have been advised by our city attorney we will have

the u.s. department of homeland security that goes to local law enforcement agencies to protect critical infrastructure, enhance the security. it's for protecting facilities like power plants, financial institutions, stadiums, utilities, things like that that are critical around the country and here in san francisco. and it pays for planning, equipment, training and other things [speaker not understood] law enforcement to [speaker not understood] critical facilities that we want to be sure nothing bad happens to. the original amount of this grant, the grant actually came to us in two parts. back in december 2011 the board approved a first amount of money for this grant which was about $200,000. and then a few weeks ago we got a call from homeland security saying they had an additional $82,000 did we think we could spend it and we said yes we can. so, that is what is in froth of you today. it is the additional 82 that they would like to give us. there was no local match required. it's free money for san francisco. there's no new positions created. and i'd be happy to answer any questions

that off the bridge and the u.s. open and the pride parade. and then we took a brief break in july and in august started with some of our exercising as part of the fleet week activity and i highlight some of those here, so with the america cup's races which we had been planning for starting at the beginning of the year. three successful exercises in preparation for the first week of racing that took place in august and continued in october and as the mayor mentioned october was incredibly busy for us with america's cup and the fleet week activities we had going on, to additional exercises. we had a senior leader seminar and a disaster aid presentation on marina green. other things that took place that the mayor mentioned the bluegrass and castro street parade and a finer and giants game and lead to the playoffs and all happened on the same day so when we go we definitely go big. after those activities we had the annual shake out drill, one of the largest demonstrations of the public what their responsibilities are to be ready and we rolled into the playoffs and the world series

an opportunity to join the mayor at the u.s. conference of mayors where he and i did a presentation about infrastructure and it was definitely well received and i think that we will be getting a lot of calls about the work that we have been doing and so, as an opportunity to share knowledge amongst other mayors. the other thing that i would like to well -- let's start with the waste water. todd? >>> good afternoon today reach todd rydstrom. very quickly for you what this means is whether or not of saves about two and-a-half million dollars a year for the next 13 years for our rate pairs specifically on the overhead rate pierce have saved $3 million with this refundings and it was a successful sell. we had so much demand for our bonds we had thripel the demand for our bonds because of the respective name for the enterprise and p pc and the bond molders loaned us money at 1.2% interest requireflation is around three%. and so that meant that pairs have saved a total of $3 million and we will next sell bonds in the middle of february. so thank you. >> any questions? >>> 3 million

, it was done by the u.s. security team and done by dbs and a whole slew of other consultants. we don't have the funding to bring in yet a third reviewer, but what we can do is we can be presented this to our funding partners and to the fra and the fta and happy to bring you any comments that they may have. we have many third party reviewers looking at this at the request of the fire department for example. as the director mentioned we brought this number down and just to give you a perspective. we were upwards in security and other costs and we are down to 164.5. and the rva item is down from 64 million to 56 million that is what the recommendation of going to a metal skin. we went from the gt ceiling making it metal ceiling making it safer and we recommend going to a glass skin to a metal skin which will be lovely as well and we will show you the rendering. we have just about cut as much as we could possibly cut but do think that it is important to present the information that kim requested and we will do that at the next meeting. we are also, i want to director director metcalf's comment.
